It should be that your word can be trusted. It should be that you stand behind that which you agree too. But it is not, in life, always that way. As we peruse the enormous Department of Defense Appropriations bill passed by the House this week we see a pretty glaring example of not sticking to one’s word or that which one agreed to.
It seems rather matter-of-fact for Republicans that they continue to build appropriation bills with deep cuts while ignoring the agreement the made in passage of the Budget Control Act setting spending cut caps at $1.058 trillion, an amount that allows for the required $91 billion in cuts this fiscal year. Republicans again are relying on the caps they agreed to in HCR 5, the House budget resolution also known as the Ryan budget for Rep. Paul Ryan, Chair of the Appropriations Committee and former candidate for vice president on the Mitt Romney ticket. But the Ryan Budget was never entertained by the Senate which produced its own concurrent resolution, SCR 8.
It is no secret that Ryan and a large number of the House Republican caucus adhere to severe or at least significant cuts in spending this fiscal year and beyond and it is clear that many Democrats also see the need to cut federal spending. The result of those positions was the Budget Enforcement Act which reasonably set the cut caps high since Congress is wading into deeper and unchartered waters with such severe cuts because of the sequester. But a deal is a deal and the Republicans are not sticking to what they agreed to.
The outcome of this hubris is not immediately predictable but simple math tells where we are going; $91 billion has to be cut, by law, and if we don’t make reasonable cuts in all departments the ability to spread the pain is curtailed. The defense bill suffers little and so its allotted cuts must be applied elsewhere. It is there that the deal between the parties as seen in Budget Enforcement Act is not being adhered to by the Republicans who are going along applying their ideology to the spending bills rather than sticking to a reasonable agreement.
Compounding this behavior was Senate Republicans repeated rejection of replacing HCR 5 with SCR 8, a standard procedure that should lead to a Senate / House conference on the bills’ differences. While the Senate just recently agreed to the substitution and the conference, should we have much hope that House Republicans will modify their austerity approach to less government spending? ##
Why Governing Is So Difficult

To make matters worse, many members — especially in the Republican Party, though it’s not limited to the GOP’s side of the aisle — do not like to compromise. As I suggested at the beginning, compromise is at the heart of the farm bill. For the last 50 years, it’s been put together by joining crop support and nutrition support — food stamps — in order to win the votes of both rural and urban lawmakers. And within the rural sections of the bill, wheeling and dealing on the specifics has been the only way to generate legislation that farm-state legislators could all agree upon. Now that formula is broken, though I do believe an accommodation will be worked out.
But the problems go beyond that, and it’s not bad that the usual inertia on the farm bill has found difficult going. The country needs to confront basic questions about the $16 billion annual subsidy and heavy trade protection accorded to agriculture — when fewer than 1 percent of Americans are farmers and farming has become a hugely corporate industry. Likewise, with one in six Americans now receiving food stamps, we need a real debate about the food stamp program, which makes up 80 percent of the cost of the bill.
In other words, we’re not getting what we actually need, which is a real policy debate on the role of the government in agriculture. If Congress were working properly, this might have been possible. Increasingly, I fear it’s beyond Capitol Hill’s reach.
