McConnell amend #270 (Text of Better Care Reconciliation Act of 2017) to McConnell amend #267 (Substitute amendment).  Murray raised a budget point of order against the amendment. Cruz motion to waive the Budget Act. The motion to waive requires 60 yea votes. Yeas and nays ordered.  The Motion to Waive was not agreed to by a vote of 43-57. 

Enzi for Paul amend #271 (Of a perfecting nature).  Yeas and nays ordered.  The amendment was not agreed to by a vote of 45-55.

Donnelly Motion to Commit H.R. 1628 to the Committee on Finance with instructions to report back with changes that strike provisions within the bill that reduce or eliminate benefits or coverage for individuals who are currently eligible for Medicaid.  Yeas and nays ordered.  The Motion to Commit is not agreed to by a vote of 48-52.

Casey Motion to Commit H.R. 1628 (American Health Care Act of 2017) to the Committee on Finance with instructions to report back. Yeas and Nays ordered. The motion was not agreed to by a vote of 48–51.

Enzi for Heller amendment #288 ( To express the sense of the Senate that Medicaid expansion is a priority and that Obamacare must be improved.). Sanders raised a point of order against the amendment. Heller motion to waive the budget act with respect to Heller amendment #271. The motion to waive requires 60 yea votes. Yeas and nays ordered. The Motion to Waive was not agreed to by a vote of 10–90. The point of order is sustained and the amendment falls.

Daines amend #340 (To provide for comprehensive health insurance coverage for all United States residents, improved health care delivery, and for other purposes), as modified. 57 Senators voted nay. 43 Senators responded present. The amendment was not agreed to.

Murray motion to commit H.R. 1628 to the HELP Committee with instructions to report the bill back to the Senate within 3 days, not counting any day on which the Senate is not in session, with changes that are within the jurisdiction of the committee.

McConnell amend #667 (In the nature of a substitute – text of The Health Care Freedom Act).
