H.R.4745 Making supplemental appropriations for fiscal year 2006 for the Small Business Administration's disaster loans program, and for other purposes.

                                                                                         

The bill adds $712 million to disaster loan funds available to the Small Business Administration for disaster relief loans.

 

Funds can be transferred from emergency supplemental (off-budget) funds authorized in 2005 shortly after Hurricane Katrina. Additional funds would come “out of any money in the Treasury not otherwise appropriated.”

Cost to the taxpayers: Who pays or paid for this is unclear due the absence of any reference to budget resources or any report from the CBO. But the amount intended for use is $712 million and at least some of the funds were already appropriated as emergency funds and are therefore off-budget and will add to the deficit.
